Dear Palmer,

With reference to your letter 54224/46 of 22nd February, regarding the arrangements made by the Hong Kong Administration with the Electricity Companies, you will have seen our telegram 99625 of 1st March, asking Hong Kong for further particulars. We have now received a reply from Hong Kong (of which I enclose a copy), which is rather obscurely worded but appears to indicate that a copy of the Agreement was sent to the Colonial Office with a despatch of 5th January. Can you trace its receipt?
